Warrants: Raleigh man fired semi-automatic rifle into occupied vehicles in Western Blvd. shooting

Warrants show Quincy Phillips, 18, was arrested and is facing multiple counts of several charges for offenses that shut down the busy road and closed numerous surrounding businesses on Dec. 19.

RALEIGH, N.C. — A Raleigh man has been charged in connection with a shooting along Western Boulevard from December.

Warrants show Quincy Phillips, 18, is facing multiple counts of several charges for offenses that shut down the busy road and closed numerous surrounding businesses on Dec. 19. Two people were hurt.

Phillips was charged with:

  • Four counts of assault with a deadly weapon with intent to kill
  • Two counts of assault with a deadly weapon with intent to kill or seriously injure
  • Three counts of discharging a weapon into occupied property
  • One count of felony conspiracy

Phillips fired a semi-automatic rifle into a black 2017 Honda Civic and a silver 2020 Volvo XC60, according to warrants. People were inside both vehicles at the time.

Police said a man and woman were taken by private vehicle to a WakeMed Urgent Care location.

Officers gathered in the adjacent parking lots of Bojangles and McDonald's and at the Dunkin' directly across the street.

A person ordering food at the McDonald's told WRAL News she heard five to six gunshots coming from Bojangles before police swarmed the area.

A WRAL News crew at the scene witnessed two people run across the street from the restaurant. According to police, shots were also fired into a building.

The largest scene was at the Bojangles, where investigators surrounded the black Honda riddled with bullets. A Chevy Malibu was also seen with bullet holes at Dunkin' on Tuesday night.

Phillips is expected to be in court on Tuesday afternoon.
