Fact-checking Rep. Virginia Foxx's claim about the U.S. asylum process

U.S. Rep. Virginia Foxx, R-N.C., said during a July 17 committee meeting that migrants are supposed to "apply for asylum in the country where they are, and then they try to come into the United States."
