To discuss one effort in the works, Dr. Howard Henderson joined WRAL News on Tuesday. He's the director of the Center for Justice Research at Texas Southern University and the author of "More than Race: Minority Issues in Criminal Justice."

HOW DOES IT HAPPEN WHERE YOU HAVE A NATIONAL GROUP BUT CHANGE HAPPENS ON THE LOCAL LEVEL? >> SO THAT'S WHAT WE UNDERSTAND, WE ARE FOCUSED ON IDENTIFYING THE BEST RESEARCH AND TRANSLATING THE RESEARCH INTO LOCAL CHANGE, TO RECOGNIZE THAT 80% OF CRIMINAL JUSTICE IS LOCAL. WE CAN GET THE LOCAL COMMUNITIES TO TAKE ACTION AND PUSH THE FEDERAL GOVERNMENT TO DEVELOP A NATIONAL MANDATE WITH LOCAL EMPHASIS. >> THERE ARE CALLS TO REALLOCATE FUNDING TO SOCIAL SERVICE RESPONSES TO CRISES. DO YOU SUPPORT THAT REALLOCATION, POPULARLY KNOWN AS DEFUND POLICE? >> WELL, WHAT WE SUPPORT IS THE CONVERSATION ABOUT DEFUNDING THE POLICE. I THINK IT IS A GREAT CONVERSATION TO HAVE. BUT I THINK THE SOLUTION IS SOMEWHERE IN THE MIDDLE. I THINK IT IS MORE REALISTIC TO HAVE A CONVERSATION ABOUT REALLOCATION. BECAUSE DEFUNDING IS VERY DIFFICULT FOR MOST AMERICANS TO GRAB AHOLD TO. >> HOW DO YOU SEE THAT MANIFESTING IN LOCAL COMMUNITIES TO TAKE MONEY FROM DEPARTMENTS AND REALLOCATE IT? >> I THINK EVERY COMMUNITY WILL BE ABLE TO DECIDE FOR ITSELF WHAT THE BEST PATH FORWARD IS. THIS IS THE FIRST TIME WE HAVE HAD A CONVERSATION ABOUT POLICE DEPARTMENTS HAVING TO JUSTIFY THE FUNDS THEY ARE RECEIVING. AND I THINK IT IS A GOOD CONVERSATION TO HAVE IN A DEMOCRATIC SOCIETY. >> WHAT DO YOU SEE AS SOLUTIONS THAT ARE THE MOST PRACTICAL. I HAVE READ YOUR WORK WHERE YOU TALK ABOUT MORE PSYCHOLOGICAL ASPECTS OF OFFICERS. >> ONE OF THEM IS TO BAN CHOKEHOLDS. THOSE ARE NOT NECESSARY. THERE NEEDS TO BE SOMETHING WE AGREE ON TO ADDRESS THE ISSUES. AND THE OTHER PIECE WE ARE TALKING ABOUT IS REQUIRING COLLEGE EDUCATION FOR POLICE OFFICERS. THE REALITY IS THAT PROBATION OFFICERS AND PAROLE OFFICERS REQUIRE A COLLEGE DEGREE. BUT ONLY 30% OF POLICE OFFICERS IN THE COUNTRY HAVE COLLEGE DEGREES. RESEARCH SHOWS THAT THEY ARE 40% LESS LIKELY TO BE INVOLVED IN USE OF FORCE CASES. THE REALITY IS THE EVIDENCE WILL NEED TO GUIDE OUR MOVE FORWARD. >> WHAT OTHER CHANGE HAVE YOU SEEN AT LOCAL DEPARTMENTS THAT HAS BEEN EFFECTIVE? >> NUMBER ONE, I THINK WE HAVE SEEN OUR POLICE DEPARTMENTS AND LEADERSHIP, PARTICULARLY CHIEFS COME OUT AND TALK ABOUT THIS NEED TO REPORT MISCONDUCT TO FELLOW OFFICERS. WE ARE BEGINNING TO SEE A SHIFT IN POLICE CULTURE BUT WE NEED LEGISLATION TO SUPPORT THE SHIFTS. >> DO YOU THINK THE COMMUNITY ADVISORY BOARDS SHOULD HAVE INVESTIGATORY AND SUBPOENA POWER? >> I THINK THEY SHOULD BUT IT SHOULD BE REMOVED FROM THE OFFICE OF POLICE AGENCY. WE NEED TO MAKE SURE THEY ARE TOTALLY INDEPENDENT. THEY ARE GOING TO NEED SUBPOENA POWER BECAUSE THEY WILL NEED THE ABILITY TO ASK QUESTIONS WITH SOME LEVEL OF FORCE. >> SO THOSE RECORDS SHOULD BE PUBLIC IN YOUR OPINION? >> I THINK THEY SHOULD. THE DEBATE WILL BE WHAT DETAILS WILL BE THERE. AT THE END OF THE DAY, TRANSPARENCY AND ACCOUNTABILITY MUST GOVERN OUR MOVES FORWARD. >> YOU HAVE BEEN WORKING ON THIS FOR A VERY LONG TIME. NOW THERE APPEARS TO BE A NATIONAL APPETITE TO SEE CHANGE. HOW DOES THAT MAKE YOU FEEL? AND DO YOU FEEL THAT THIS IS THE MOMENT WHERE WE WILL SEE CHANGE? Good morning. I'm meteorologist, Brian Schrader in the WRL severe weather center, we saw some showers and a couple of rumbles of thunder south of the triangle overnight. We're going to see that moving out of here as we head through the morning hours, but we're gonna hang on to the clouds. We'll call it mostly cloudy today. We could see some peaks of sun though, late this afternoon in a few spots. Highs today in the mid seventies enjoy that warm weather because it is out of here for Sunday. Here's a look at the big picture, cold front, moved through the area. It's settled to our south and we're going to be tracking low pressure riding along that front that will generate some rain for tomorrow. Now, here's a look at Future Cast Day and you see as we put it into motion through the rest of the morning into the afternoon, we hang on to those clouds, maybe a few breaks in the clouds around four or five o'clock later this afternoon. But also note in our southern counties, this version of Futurecast has some showers popping up. So I want to keep that in mind South of the triangle. Late this afternoon into the evening, you could see some showers and then as we head overnight, Saturday into Sunday, we'll start to see rain developing. Here's futurecast for tomorrow and the afternoon light rain throughout the entire viewing area looks pretty wet all the way through the afternoon and into the evening, this particular version of Futurecast has the rain clearing out of here, late Sunday night and early Monday morning leaving us with clear skies for Monday. Here's a look at our seven day forecast tomorrow. The rain is going to be a big story but also the much cooler temperatures. You see that high there of 61 that's probably going to happen at midnight behind that cold. We're going to see those temperatures falling through the day afternoon, temperatures tomorrow likely will be in the low to mid 50. So definitely a different feel for tomorrow. And then with clearing and warmer weather Monday, Tuesday and Wednesday, we get a little closer to normal in terms of temperature as we head to the end of next week. We're watching a front. The question is, does the front stall near us or does it clear on through that will determine our shower chances? But overall, it looks like a pretty nice week.
