Man charged with impersonating EMT, providing first aid to NC State students

A student is charged with pretending to be an EMT at an off-campus house party, even administering first aid to North Carolina State University students.

RALEIGH, N.C. — A college student is charged with pretending to be an EMT at an off-campus house party near North Carolina State University, even administering first aid to students.

According to a spokesperson for N.C. State, the Raleigh Police Department and university police were notified of a man impersonating a licensed EMT and rendering first aid to students at an off-campus party on March 1.

Police said two incidents occurred before Kenly Fuller, 19, a student from Wake Technical Community College, was arrested on Wednesday.

Fuller was charged with one count of misdemeanor stalking and two counts of impersonating fire/EMS personnel.

The party where Fuller impersonated an EMT occurred at a home on Neil Street, just steps away from N.C. State's campus. WRAL News saw evidence of a party at the home, including beer cans, broken glass and a makeshift bar.

According to an N.C. State police report, more than 500 people attended the party hosted by three fraternities, and people were reported blocking the street.

The report indicates a student was found unconscious in the bushes, and many others were cited for underage alcohol consumption.

Four days later, N.C. State police did a follow up investigation.

Fuller was arrested at the NC State Police Department.

"It is extremely worrying," said William Smith, an N.C. State senior who lives next door. "I guess you gotta ask the EMS now for an ID or badge number ... [those] are people you rely on, cops and EMS, they are there for you."

Fuller, who was released from jail on bond, is due back in court in April. Police said there is no ongoing threat to the campus community.

The city of Raleigh said Fuller, who worked in the city's Parks, Recreation and Cultural Resources department, is on administrative leave.
