If a parent signs a permission slip so that a child can go on a field trip, but doesn't send in the money (even after being reminded), should that child participate in the activity at the epense of the school?

I recently found out that in the county where I live they have a policy (though they have yet to offer proof of it's existence- more on that in a second) that prohibits keeping children from attending field trips due to the fact that parents don't send in money.  It comes from the school fund, and then the school in turn asks for the PTO to reimburse it (atleast in our case).  When I asked why we were paying for these kids to go instead of the parents, I was told that the county didn't allow the school to keep the kids from going.  Well today I called the BOE and was transferred 4 different times, each time to someone who didn't have any idea what I was talking about.  Finally a woman said that the person I needed to speak with was out of the office (at lunch and would call me back, asked for my name, the school my child attends, and number- and foolishly I gave it to her)  Well I got a voicemail from the principal of my childs school, wanting to know about the questions I had for the BOE.

I never got my answer and I suspect that it doesn't exist... but what do you think? Who should pay for a student to go on fieldtrips?  If we pay for one because they don't (have enough money, didn't get it in on time, etc), then what happens when the majority of parents stop paying?  Why should they if w are going to allow free rides to some? What are they teaching the kids (by "not wanting to hurt their feelings") and why are we enforcing negative behavior in the parents??

OALA -- what is it that you want to hear/know from the BOE? That the policy exists in writing or not?

Good grief, I would have loved if my school went to DC. My school traveled a whopping hour maybe to see the Art and Science Halls in the Metro (I'm from Farm country). I WISH my school would even OFFER Trips like DC. They were cheap beyond the word. They tried even skimping me on my required special education (required by law). They called a "study hall" a special-ed class" to save costs.

When I was a boy there were many things others had that I did without, it was not that I had uncaring parents, we were poor. It made me realize the value of hard work and being careful with money. These may be some of the most valuable lessons one can learn as a child.

I will say that it is frustrating to supply a child with school supplies, and then see the child whip out a brand new cell phone with all the extras or an iPod. I had one family that could never afford anything, but had TIVO (still don't have it myself) and all sorts of video games. I know that these children will probably never learn to budget responsibly.

I have one child who can't afford a $10 yearly subscription for a news magazine, but he is the first to complain if he gets an issue with a wrinkled or torn cover.

When I organize field trips, I can count on 10% not to pay. I have some parents who always send in extra $ to cover another child. I usually chip in, too. Our students can work off the trips, but few ever do.

I don't begrudge the child for parents not paying even though I often ended up buying their lunches or snacks, too. What does irk me is when the child comes with money every day to buy ice cream or chips in the cafeteria. If they have money for extras, why not use that for trips?

It's sad to me, that our own biases against people or programs ultimately hurt the children and not those who we have an issue with.

Sometimes...just sometimes...lets remember that these are kids. little kids- not high schoolers who can work a job. they are totally dependent on what their parents do, or don't do for them. And if mom or dad forgets, or truly doesn't have the money for a trip (hello- we are in a recession)- is it right for that child to suffer?

We have been redistrcited to a school with a pretty high 'low socio economic' population. Yes, I see parents using and abusing the system. BUt I also see kids who folks are trying, and just can't get it together.

We are by no means rich. Typical, middle class. probably lower middle class. We have more than lots of people, but still live pretty much paycheck to paycheck. But I would happily send $2 or $3 extra dollars for each trip and know that every kid would get to go, then to know one got left behind for the day.

As a teacher, I've been the one to collect field trip money. Teachers tend to know which families can and can't afford the trip. We send reminder after reminder to try to get the money in, but if it doesn't come, I sure don't want to be the one to tell the child that he can't go because he can't afford it. Trust me, disappointing a child is NOT a fun task for anyone. Often, the kids who can't afford it are the ones who NEED the experience from the field trip, as they probably don't get opportunities for learning outside of the school very often. The ones who we know are just "forgetting" or neglecting to send the money- we do what we can to get the money in. PTA funds come from fund-raisers that are designed for contribution to school needs, such as field trips. All you griping that you have to pay for other people's kids- can't you just consider yourselves lucky for being able to help other kids? You can't change their parents, but they shouldn't suffer because of their folks.

This blog is just making me sad. On one hand I don't think that the child should be held responsible for irresponsible parents but on the other I don't think that irresponsible parents should be able to get away with it. I'd be frustrated too. I see both sides and it's giving me a headache!

not all pta's have this expense in the budget- or have a certain amount geared towards it. Our's is currently set at $600 for the year and an additional $1k towards the 4th grade field trip... but that also includes the cost of teacher reimbursement.

Most of the time the PTA will cover the charge. However if the child has been on this type of field trip and mom & dad don't want jr. to go again, then he will spend the day at school with another class studying. Or so my wife tells me.
