Statistics today, in addition to RP DS efforts at curbing crime throughout Raleigh and increasing our community engagement efforts. Uh Joining her today is Deputy Chief Scott user majors Harrison, majors Ford, Major Boyce and Major Knuckles. Uh At the end of her comments, we will take a few questions related to the information presented today. Ladies and gentlemen, Chief Patterson, thank you, Lieutenant Borneo and good afternoon, everyone and thank you for joining us today for the third quarter. 2023 crime Briefing. This police department is committed to transparency and ensuring that the community is informed on what is occurring in our city from a crime and also from a community engagement perspective, just as some other quarterly crime briefings I've conducted, I will be sharing crime statistics for the quarter which covers the months of August, I'm sorry, July, August and September, July, August and September. We have provided a handout for you with the current crime statistics and related information. I must say that we have had a very busy third quarter which is not unusual given the months that it covers historically when it is warm outside and the days are long. We tend to see those upticks in criminal behavior. We did finish the quarter with its overall reduction in part one violent crime and an overall increase in property crimes. I will begin with violent crime with respect to homicides. There were 13 for the third quarter versus 15. Over last year of the 13, 1 was ruled to be a self defense case and we made arrests in 10 of the 13 which is a 77% clearance rate, which is very good. Nine of the cases involved firearms. And in six of the cases, the suspect and the victim were known to one another. Only in one of the cases. Did we see it occur near or at a nightclub? We are continuing to work very closely with the district attorney's office to ensure that when a suspect is identified in these types of cases, that an arrest is made quickly to prevent further harm to the community. Looking at robberies in the third quarter of the year, 21 businesses reported a robbery compared to 17 in the third quarter of 2022 there were two repeat locations that were victimized. One was on the 3700 block of Tryon Road and the second on 4400 block of New Bern Avenue in which we made an arrest. In one of those cases with respect to our personal robberies. There were 93 reported for the quarter compared to 88 last year. And when it comes to robberies in general. We just want to keep reminding the public our businesses as well as individuals to be aware of your surroundings and to report any suspicious activity that you may observe, moving to aggravated assaults, which is one of the areas of great concern that I talk about all the time, especially when it involves firearms. For the third quarter. There were 319 reported aggravated assaults versus 270 for the previous year, which is an 18% increase. Nearly half of the aggravated assaults committed involved the firearm which is very problematic with those cases. There were four juveniles that were, that were charged in those instances in 29% of the cases. Um they, they were domestic related where the suspect and the victim were known to each other. And we made arrests in 26% of the aggravated assaults that were reported turning to property crime in the third quarter. We saw a noticeable increase in motor vehicle thefts. 501 vehicles were stolen during the quarter compared to 343 over the same time period in the previous year. Even though it has slowed down, some, we are still seeing where Kias and Hyundais are being stolen for the quarter. There was 100 and 40 total that were stolen in Raleigh 76 Hyundais and 64 Kia. We want to continue to amplify and to encourage the public that if you have one of these vehicles that you contact your dealership or visit the company's website. For more information on the software update that restricts the operation of the vehicle's ignition system, those that software update is available free of charge all the way until August 1st of 2024. Also too, for a extra layer, an extra layer of security. Our police districts have steering lots that you can get for free. You could just visit one of our district stations and we will provide one for you. And if we don't have one at that station, we will make sure that we get one to you along with cars being stolen. Firearms are also being stolen out of vehicles. It is important that I remind all our gun owners to properly secure your firearms. I cannot stress it enough. In fact, I say, I think at every crime meeting that we have, please do not leave your firearms unattended or unsecured in your vehicles. A few weeks ago, we saw a rash of firearms being stolen in the Briar Creek area um from vehicles and we know specifically that that's what the offenders were targeting for firearms. So again, please do not leave those firearms unattended or in your vehicles for the four for the third quarter. A total of 100 and 62 firearms were stolen from vehicles in Raleigh which is a 40% increase over the same time period. Last year, year to date, there have been 416 stolen firearms from vehicles. These firearms, we don't often get in the wrong hands of individuals and we want to prevent that as much as possible. In addition to the crime numbers provided, I'd like to talk some about our proactive engagement to keep our downtown and our Glenwood South areas safe. That has been a focus for us in the last couple of months. Um A few weeks ago, my staff and I provided an update to the safe, vibrant, healthy community committee on the state of Downtown and our Business Corps as well as Glenwood South. During the third quarter, we increased our patrols and emphasis on criminal behavior in the, in both the downtown and the Glenwood South areas. We have taken a zero tolerance approach to address crime and in the last five weeks in our downtown Business Corps, we have made 100 and 77 physical arrests for a number of different offenses. We've charged 71 felony offenses 285 misdemeanor offenses. We've also charged 59 trespassing violations. We've taken 97 case reports. We have served 65 warrants and we have secured 18 juvenile petitions. In addition to that, we have also made 18 acorns referrals trying to get services for those who are on house and who need them most. Again, the Downtown Business Corps is a concern for us. We want to make sure that we have adequate resources for it. With that, we have increased the number of officers in our transit unit and we have also made investments and more cameras for increased eyes and ears in that area. In the Glenwood South area, we have devoted additional resources as well on the weekends where we're seeing most of the activity, we alter the traffic patterns to prevent cruising and traffic bottlenecking which prevents emergency vehicles from getting in if they need to get to that area. We have also cracked down on motorcycle clubs, ordering and parking lots and doing burnouts. We've also committed patrols to riding the decks um to prevent car break ins and illegal use and abuse from our efforts. Alone in Glenwood South, there has been a 325% increase in illegally possessed firearms also too. There's been an increase of 275% in physical arrests and a 33% decrease in loud noise complaints as we continue efforts to keep our community safe. Of course, we always encourage our residents to utilize Raleigh crime stoppers to report crime. We offer cash payouts for credible tips that leads to an arrest. Historically, during the holiday season is a time when we start to see increases in larcenies and robberies and we want to make sure that we're holding offenders accountable. Hi, my name is Carla Haines with WRL. Uh when it comes to violent chronic, what percentage is random versus targeted? So I don't have an exact number for you. Um It appears so just looking overall at our numbers anecdotally that most of the crime that we're seeing, the suspects and the victims are known to each other. However, there are times we do have random instances but as we investigate it more, what we're finding is oftentimes the victim and suspects are known to each other. Great one. Oh, did you? Hi, you want Muhammad? Uh hi Gilla mum in CBS. 17, you spoke about um the efforts downtown and on London South that you're opening presence there. Um Last month at the city council meeting, we heard city leaders say they're looking into private uh security and police in that downtown area. What are your thoughts on that? And is there a reason why, um they feel why RPD alone can't handle that? Sure. And I did discuss that at that S DH D meeting that we had. Um, and I've said it publicly, I don't see that private security being a force or a group of people that's gonna hinder the job that we're doing there. Actually, I believe that they can supple what we are doing. I want to be clear that private security is not going to replace RPD officers. I already stated today that we are increasing the number of officers that we are putting in our transit unit in that area or Go Raleigh Station. So we'll continue to do that. But I think that we could work collectively to be able to impact the crime that we're seeing. Hi, I'm Josh Shafer News Observer. Can we clarify? One figure you mentioned 100 and 77 arrests in the downtown Business Court. Does that include South or is that, that is just the business tour around the go Raleigh Station and the downtown business area? And that's in the last five weeks? And then how many vacancies are there within RPD? You guys always ask me that question. Um Absolutely. So we're sitting at 82 vacancies and we have a recruit class that's gonna be starting in January. So we're hoping to cut, cut that number down significantly. Thank you. Go ahead. Hi, Denise Price at ABC 11. Could you explain to me the zero tolerance approach? What does that look like? And also how many officers are you guys adding to the transit area? Sure. So the zero tolerance really just includes us anytime there's any kind of criminal activity or behavior in the downtown, we're taking action against that. Uh We have educated the public to let them know to let individuals know that we are going to be in the downtown area in the Glenwood South area in our whole community period. And so we will educate by giving people warnings initially, but we are taking an approach where if you are committing crime in those areas, we will take enforcement action with respect to your question on the transit unit. We have added some more officers. Um I can't give you the exact number but we have added to our unit. Got to me. Ok. I also want to know about the private security officers. What type of capacity? What can I do? Can I make a rest? Like what does that actually look like? Yeah, so the details of that have not been worked out yet. I know that um the city we're working through that to figure out exactly what that's gonna look like. But we don't know at this time. Do we know how many offices we do? Not? One or two more. Go ahead. This is just a clarification question as well. Um The increase in confiscated guns and Glow itself is that an increase from this time compared to the previous year or compared to the previous quarter? This is just overall compared and, and this overall period since we have started our enforcement actions out there given about two months now, this is what we have collected and I'm sorry for not clarifying that. Ok, I got it. Um, a lot with CBS 17 again. Um, I see here, you know, motor vehicle theft and you talk about guns stolen from cars, um, just car break ins in general is that reflected in numbers. And if not, can you kinda shed some light on what you're seeing, you know, over the summer, we know it was a really big topic here anecdotally. It seems like maybe it calmed down, but I'm curious what you're saying. Sure, the numbers that you have in front of you are just motor vehicle thefts in Raleigh, um, car break ins that continue to be an area that we struggle in as well. Um, and I don't have the exact quarterly numbers for you. We certainly can get that to you, but it continues to be an area that we are looking at and that we are making sure that we're putting resources around. Um, again, our apartment complexes, hotels areas where there's a lot of vehicles being parked is where we're seeing those car break ins. Um We continue to encourage the public to not leave valuables in their vehicles at all if you can park your vehicle in a well lit area to help prevent um, car break ins. Thank you everyone. and how we're addressing violent crime in our community. Joining her today is Chief of Staff Amanda Roll who oversees the Chief's office. Deputy Chief scott who oversees our operations division and Deputy Chief Zachary Luchetti who oversees our administration administrative division. After Chief Patterson's remarks, she will take a few questions related to information related to the information distributed in your handout today. Ladies and gentlemen, chief Patterson, thank you Lieutenant Borneo and good afternoon to everyone and thank you for joining us today. For the fourth quarter 2022 crime briefing. Lieutenant Borneo didn't introduce the staff that is with me um standing with me but I also have members of my command staff that is here today with us. The stats that I will be covering are for the months of october november and december of 2022. I will be conducting a full year's briefing, covering all of 2022 later this month. Once all the numbers are officially compiled, one of the things I have repeatedly expressed is my desire to make Raleigh the safest city in the nation. I am hopeful that one of the ways we can work to accomplish this is by being transparent and providing the relevant information to the public that we can, I firmly believe if the community is aware of the crime challenges that we are facing, then we can all work collaboratively to for a targeted response to reduce it. This is one of the reasons that I hold this briefing. While we did see some challenges in the fourth quarter of 2022, we also saw many successes that were a direct result of some shifts that we made in personnel as well as the formation of several special enforcement teams. And we formed those teams to focus on areas where we have experienced repeated violence and quality of life concerns. Looking at the various crime categories that you have before you. I will start with homicides. In the fourth quarter we saw a 50% increase in homicides compared to the fourth quarter of 2021, there were a total of nine incidents for the quarter. There was of course the heading hand mass shooting which left five people dead and another two individuals injured. Of the nine total cases, suspects were identified in seven of them, yielding a 78% clearance rate, which is excellent In 67% of the cases, the suspect and the victim were known to each other in some capacity opposed to be in random acts of violence. I'm happy to report that none of the homicides for the fourth quarter occurred at night club or sweepstakes locations. If you can recall back in 2021, upon arriving in Raleigh, I made it a focus for us to concentrate on shootings and murders that were occurring at night clubs. After we experience four murders alone. In the third quarter of 2021 as a department, we have been very intentional in meeting with club owners and encouraging them to hire extra security as well as having our officers conduct directed patrols around our nightclubs to reduce the likelihood of violence. Those efforts have proven successful and we will continue in this new year looking at robberies. In the fourth quarter, we achieved a 25% reduction in personal robberies, there were 92 compared to 100 and 22 2021 The 92 is less than was reported in both the fourth quarters for 2020 and 2021, With respect to robbery from business locations, there was one more than the previous year. So 26 verses 25, we're always working with our businesses to target, harden their locations to prevent robberies. One area that I'm very pleased to see a reduction in for the quarter is in our aggravated assaults and our assaults involving firearms, removing dangerous weapons from our streets and out of the hands of of offenders has been a priority not only for the Raleigh Police department, but the entire law enforcement community across the nation Of the 115 reported aggravated assaults for the quarter, 43% involved a firearm, which again reaffirms the need to remove these weapons from out of the hands of those committing crimes. It is important that I remind every lawful gun owner to secure your firearms. I cannot stress it enough. Please do not leave firearms in your vehicles, not even for a moment, don't even in your trunk. Please don't do it At last count in 2022 there were three, there were 386 firearms stolen from vehicles in Raleigh, which is a 25% increase from 2021. Speaking of firearms, a disturbing trend. We have noticed not only in the fourth quarter of 2022 but throughout the year is the accessibility of firearms by juveniles. 11% of the aggravated assaults in the fourth quarter were committed by juveniles who had access to guns. The Raleigh Police department is partnering with the north Carolina division of juvenile justice and delinquency prevention on a statewide safe storage project that will involve an extensive education campaign and distribution of gun locks in an effort to keep those firearms secure and out of the hands of our Children. Members of R. P. D. Are part of this focus group on this project. I will continue to stress that we must devote every and all resources available to prevent youth violence. I'm asking community groups and nonprofits that may be listening to this crime briefing to considering partner with R. P. D. If you are not already to provide gun awareness and anger management training for our youth. We are seeing a greater need for this every day. Turning to property crimes. I want to highlight vehicle thefts because we continue to see this type of crime occur. There was an uptick of 12% in the number of cars reported stolen for the quarter, 325 versus 298. These thefts were fairly distributed throughout the city as we have seen in the past. It is a reminder to all of us that there is no part of the city that is exempt from car thefts nor cars being broken into. While 325 cars were stolen in Raleigh in the 4th quarter, a total of 465 vehicles were recovered. This number includes vehicles stolen in our jurisdiction as well as cars stolen outside of Raleigh. I really cannot say it enough, especially during the winter months. Please do not leave unattended vehicles running not even for a few moments and please do not leave spare keys and fobs in your vehicle. One area that I'd like to speak on today that I don't typically include in my crime briefings is traffic fatalities. In 2022, we experienced a disturbing increase in the number of fatalities. In the fourth quarter, there were 1912 of these were pedestrians being struck. The top three locations of these fatalities were the 43 to the 4700 block of capital boulevard, the 4400 to the 4700 block of New Bern Ave And the 2320 500 block of South Saunders Street, contributing factors to the fatalities were impairment, as well as excessive speeding and quite frankly, just the mere fact that we have more drivers on the, on our roadways than we had even pre pandemic has contributed to these fatalities. Our department is working very closely with city D. O. T. For traffic calming efforts, as well as many of our law enforcement partners in the region to slow drivers down. Colonel johnson and I in fact talked quite a bit about this in the fourth quarter, there were some of our efforts that we employed to try to reduce the number of fatalities or just speeding. In general was our traffic enforcement unit partnered with the Highway Patrol for speed enforcement along I 4 40 Lake Wheeler Road. This was back in october and november and this effort resulted in 100 and 46 speeding violations. Also on november 25th, the traffic enforcement unit concentrated their efforts along the 4000 block of six forks road due to excessive speeding and in december we conducted a saturation patrol along capital boulevard and Glenwood Avenue, which resulted in numerous D. W. I arrests, several prearranged speeding competition arrests and the seizure of five vehicles like violent crime. Speed enforcement is a top priority for me and we will continue to aggressively address this problem. I am thankful to the Governor's Highway Safety Commission for the grant funding to continue to voting officers to the important work of slowing drivers down. I'm also grateful to the many partners we have in this region who, whenever we reach out to them and ask for their participation in saturation patrols, they glad feli um respond and assist us. One other area I'd like to touch on in this crime briefing is Glenwood South. As I know it is a concern to many. In the fourth quarter we continued our presence of officers mainly on friday and saturday nights in this area. They worked in conjunction with our hospitality unit who's always working along the corridor. Our goal in the area has always been to promote vibrancy. While insurance safety for the fourth quarter we had nine reported aggravated assaults and 22 simple assaults And 22 firearms were confiscated from the Glenwood South Area as our city and our region continues to grow. We are not naive to think that we won't see increases in various crime categories. It is part of the growing pains of being a major metropolitan city But I want to assure you that the Raleigh Police Department is and will continue to devote every resource we can to preventing and reducing crime. As part of our crime strategy, we will continue to focus our efforts on locations where we're seeing repeated incidents such as the 1600 block of New Bern Avenue where there were two homicides in 2020 to 1 of them being in the fourth quarter and also to multiple shootings as well as drug activity and quality of life concerns. The community has demanded that we give attention to this area and we are doing exactly that and we'll do that to prevent further victimization. We will also continue our focus on repeat offenders who are committing violent crime. We know who they are and we are working with the D. A's office as well as the U. S. Attorney's office on state and federal charges that carry substantive penalties. Additionally, we will continue working with our law enforcement, other law enforcement agencies such as the sheriff with Wake County Sheriff's office and highway patrol for speed enforcement and saturation patrols to reduce the number of impaired drivers as well as aggressive drivers and when we are able to seize vehicles for such things as prearranged racing or fleeing to elude arrest, we will do so for the safety of everyone involved. Finally, we are always committed to working alongside the community to prevent crime. Our officers have increased their walking patrols for greater interaction with the public, mostly in the downtown area. Just last week, we had our inaugural walk with a cop event at Pullen park. Events like this. Certainly create opportunities for the community to come out and hang out with our officers and learn ways that they can contribute to preventing crime in their neighborhoods. Thank you for joining us today, I will now open it up to questions that you may have of me and my staff pertaining to the fourth quarter. Uh speaking of available resources, what our staffing levels looking like and are there any plans to try to increase? Absolutely. So we continue to work on staffing. That's always a challenge for us as a department. But we are aggressive in our hiring that we are doing. We currently have a large academy class in place. We have another class that starting in january and we have another large class in july. So we will continue to do that. Um Certainly at some point we have to really consider our overall numbers. Um and our population growth to see, we've got to increase our police department. You mentioned those special enforcement teams um you know, areas with quality of life concerns, high volumes of violence and I know you mentioned, New Bern Avenue is a block of focusing on. What else are these special enforcement teams doing? Can you give us examples of how what they're doing is different from somebody not on the team. Right, so we're putting them strategically in different areas of the city anytime, mainly when I get a complaint of something occurring, could be crime related, could be speed traffic related, We will concentrate our efforts with that, but also to our traditional areas where we tend to see crime. So um along pool road, New Bern if we as we've stated also to Glenwood south and they're doing a lot of different things. Traffic enforcement, they're doing um undercover operations and such. Um some of our officers to on the team capital boulevard, they've really been concentrating with the fatalities that we have seen there, but also to the criminal um kind of behaviors that we're seeing along that corridor chief in respect to the staffing and recruitment. How many vacancies do you have right now? I know in the past we've reported around 100. I know you've had several recruitment classes, people retire etcetera. What number are you working with now? Yeah, absolutely. I mean it's a fluid number. It changes really literally every day as we are hiring people or we have individuals retiring or leaving the organization. We are sitting right now at 100 and 15 vacancies and then um just two uh loop around what you ended with. As far as helpful the community I know in the last briefing you mentioned that you were seeing increased numbers of tips to your tip line and that kind of thing. Do you have any, you know, anecdotal evidence or hard numbers to show that that has continued throughout the rest of this year are more people cooperating and helping you with investigations or is that still a problem area. So I don't have the numbers, the hard numbers to share with you today. I will tell you that we have done. We have actually Two campaigns where we have really pushed to get some information, one of the fatality that occurred on Glenwood and we've been getting the tips in. We always encourage more um any information that anybody has. That could be helpful. Even if you don't think it could be helpful, I think it can be helpful and we do encourage individuals just to call and report that we're ending the year, you know with record homicide numbers for the city of Raleigh, almost 50 deaths. What does that tell you about where we are right now? Um As far as violent crime goes in Raleigh and what are you doing to address? You know, 49 homicides and making that number lower. Sure, again I think it goes back to what we are seeing, we are a growing city, our population is growing. Many people are moving to this area um and as I've stated in my briefing, I think it's naive to think that you're not going to have a criminal element that is a part of that growth, we will continue to do the things we're doing, focusing on problem locations, problem individuals and trying to mitigate that as much as we as we can with the resources that we have. One of the biggest things I think we can do though as a police department is to partner one with the community And secondly with our partners always reaching out to the U. S. Attorney's Office. The relationship there is solid Mr Easley is always communicating with me on those more severe charges. So when an individual cremate creates crime or commits a crime were able to take swift action on it chief. What can we expect in 2023 with the community violence interrupter program with Raleigh apex N. W. C. P. I know that there's been funding already approved and everything for it but I want to know uh what we can expect to get going with the program. Sure when we do our briefing later this month there will be more conversation about that. The C. V. I. Program is full is working towards being up and running. I think that um Gerald Givens, the president of CPI spoke about that just the other day in an interview that he did where he's looking by the summer to have some boots on the ground. Those will be individuals community members who will be interacting very directly with individuals in the community to be able to you know just impact the crime that we're seeing the police. I always say that we can only do so much to impact that. We really do need a community component of individuals who know who those offenders are who have a rapport with them and be able to talk to those to prevent the crime from happening in the first place. When we see 14 and 15 year olds committing crimes? We have to have groups of people who can really connect with them and be able to turn that around and to prevent them from going into a life of crime chief and any interesting like third party help from shot spotter. Like like could you speak to that at all? That's that is not currently a technology that we are looking at here in Raleigh I will tell you just from where I stand, I would prefer those um crime reduction that prevents crime in the first place. Um shot spotter, something that I think it's a great tool for those communities that need it. But I would rather make the investments in areas where we can prevent crime from occurring in the first place. How the suspect was able to access and charges may be coming against the parents. I know you mentioned the importance of securing firearms and youth getting access to weapons at this point. What if anything are able to share about that? I do not have any information at this time that I can share that is an ongoing investigation um that is occurring. So there's no charges or at this point against the parents. I can't speak to whether there's any plans for charges but there have not been any at this time with respect to the heading ham shooting um the two officers who fired their weapons. Have they returned to work? They have been cleared and returned to work. And can you just speak to where we are in that investigation? Have you completed your investigation and turn that over to the District Attorney's office? The investigation is nearly complete. We we round table with the D. A's office almost on a daily basis. Deputy chief pollster Howard has been working very closely with that. Um So it is ongoing. We once everything is complete that we will get that fully to the D. A. S. Still open within your office. If I could just mention the robbery from persons, it's a pretty significant decrease of 25%. This is in the fourth quarter of course. Um I know you're analyzing year over year numbers. Is it that significant? 25% year over year do you believe? I know that in the fourth quarter we did very well. I'm Just kind of wondering are we seeing a crazy decrease in robberies from people? We have seen just really a trend in the last couple of years of a decrease in robberies from persons. Of course I don't have the exact number for 2022 yet. We will get that. But just the trends that we have been seeing there has been a decrease from personal robberies with firearms number and it's so wise we're seeing it it's trending up. Which is very disturbing. Just means now that we have more of our youth that are in possession of firearms. We saw, you know, the very disturbing tragedy that happened in, in in in Virginia just recently. Um, it just goes again to show us that we've got to be more intentional about making sure that firearms are not accessible to young people that we're securing them and they're not in locations where they can get to them easily. the rally public affairs and I'd like to welcome you all today. The chief is going to make a few remarks today about um some recent crimes and we have some people from the department as well as Parks Representative from parks and recreation and the N double A cp. So I will turn it over to you too. Thank you. Good afternoon everyone. Thank you for joining us today. Um, with me today as laura stated some members of my team but also to make sure that I recognized Gerald Givens who's with the Raleigh apex N double A Cp. He's the president of the N double A cp and also ken Hitler from parking rex. So last night, many of you know that a young man lost his life at Green Road Park after meeting up with some individuals in the park, although a senseless act of violence. And certainly we extend our condolences to the family in this incident. But with the help of one, I'm sorry on point security company, our officers were able to quickly detained two individuals which led to two arrests in this case. Now, our detectives worked extremely hard overnight and through the night and into the day to be able to piece the case together. And although this investigation is ongoing, we are very happy that two arrests have been made. Those who live in this neighborhood can feel assured that we have those individuals responsible for this last night's incident as well as some of the other violent incidents that we have seen, really highlights the need for all of us to be extremely vigilant during this time, especially as we enter into the holiday season where historically we see rise in crime. I have told you that addressing violent crime is a priority for me and for the last three months, my team and I have been very intentional about analyzing crime data to determine the most effective strategies to target and prevent violence. And some of this includes I'd like to share with you today. Firstly, we have been really increasing our patrols in our visibility in our neighborhoods and our communities, particularly those locations where we're seeing crime and high violence on our nightclubs. Also our sweepstakes locations also too, we're continuing to prioritize our offenders. Looking at those priority offenders, those violent offenders. I'll set it, I said it before and I'll say it again, if you commit violent crime in our city, we are coming after you. We're not going to be tolerable. We have also prioritize our investigation of cases involving firearms because nearly half of the aggravated assaults that we have experienced this year have included a firearm. And we are working very closely with the D. A. S. Office to prioritize these cases and to make sure that we give attention to them. Now speaking of firearms, I'm very pleased to share that. We have confiscated 783 firearms across our city year to date. This is a 38% increase over last year this time. And while we continue to address incidents of violence in our community, I want to stress the importance of the community's health. We cannot do this alone and I'm so happy to learn that even in last night's case we were able to get some witness of independent witness information that help us leave. That led to those two arrests. This is the kind of cooperation and collaboration we want to see with our community. So we're asking our community continue to be involved, continue to call us. If you have information. One of the things that's disturbing to me is that we're seeing more cases involving juvenile victims and suspects we continue to partner with youth groups in our area and programs to provide meaningful alternatives to crime for our youth. But we know that is an area that we need more help in and today with me is Gerald Givens. Um he as the head of the N double A Cp has been doing some proactive things in that area. So I'm gonna ask Gerald he doesn't mind just coming up um and talk a little bit about some of those initiatives in those programs that he is leading. Good afternoon, everybody, you know we have been noticing the exact same thing that the chief and the R. P. D. Has noticed And we began uh to put together a bulletin that we distributed to all of the legislators and the General Assembly on October 26 and partnership with the North Carolina Council of Churches, Mom's rising. Um North Carolinians against gun violence, Moms demand action. And we delivered those stacks about gun violence in north Carolina as well as in America as a whole. Next week we're gonna be meeting with the chief and some of the other law enforcement officers in that area as well as with some of the elected officials about creating community violence intervention programs that will help us in our community with an emphasis on our youth and in december will be probably having another press conference. But we'll be announcing exactly what that program is in partnership with everyone. I've also encouraged our team in the N. A. A. C. P. To get more active with our academic, cultural, technological and scientific olympics which is called axle most of those kids out there, they know about uh Lauryn Hill and Anthony Anderson when all of them went through the N. A. A. C. P. Axl program before they became stars. And so we want to make sure that we that we're giving the Children who are talented in our community an opportunity to participate in those things as well. The last thing that I will say is that my heart goes out to these three families, the family of the young man who's passed and the families of the two young men who were allegedly involved in this situation. That's the true calculation that we're dealing with here families and communities and we'll be right by the chief side and the rest of the community to make sure that we'll say thank you for that Gerald. And this is exactly the kind of collaboration that we're talking about us coming together with other nonprofits, other groups and entities in our community that wants to invest in our community to make sure that we are safe. So as we move into the colder weather and this time of season, I want to just leave some tips with you if I can or the community firstly because it's getting cold and it's so easy for us to leave our vehicles running. We want to warm it up so that when we get in the car we feel nice and cozy. I stress and I urge you please not to do that. That is an opportunity for somebody to steal that vehicle also to please don't leave your valuables in your car. If you must leave your valuables, please make sure that they are secure and they are out of sight. But again, we ask you not to leave valuables in your vehicles, particularly firearms. We have seen a rise in firearms being stolen out of vehicles. So please do not leave them in your car. Also too, as we're having shorter daylight. If you have to be out after dark, please do not be alone, make sure that you are with somebody travel in groups as much as possible. And lastly, please be very aware and vigilant of your surroundings. We want to prevent crime at all measures and so we're just asking the community's help in doing that, just do things that are smart in this time to prevent violence from occurring alright with that. I'll take a few questions, I will tell you, I have a few meetings that I have to get to, so just a few questions if there are any. Yes, ma'am. Hi there Amanda Lamm wre l are you looking for any other potential suspects right now? We have the two under arrest but the investigation is ongoing. If we get information that there might be someone else involved, then we will certainly follow that lead. Um I do want to say also to last night and I might may have already said it again, we were, the community is stepping up in a way that is just amazing to bring information to us, We're so happy with that and we want to continue to encourage that. Yes, no, there are right now, would it be Yeah, absolutely. So we are, we are running a very robust recruitment campaign at this time. We are looking at many of our community colleges and other areas that we can recruit from one of the things that Raleigh Police Department has not historically done is allow those who have graduated from the basic law enforcement training to enter into our abbreviated academy. They had to go through the entire academy. Well, we we have altered that a little bit where they can go through our modified academy so that we can get those officers on the street quickly. So that's one of the efforts on one of the changes that we have made and will continue to push that. What do you attribute the increase in the number of violent crimes involving young people too? I think there's it's a combination of things. Um I think one of the thing is coming out of this pandemic, um we're still having students that are doing online classes. They're not back in school completely, so that gives them a lot of time, Their their idol, they're out and about their out in the evening. There's not enough events to keep them occupied and that's why it's so important that we do these partnerships as mr Gibbins talked about and also to some of the others that were involved in with the boys and Girls club, so that we can find meaningful things for young people to do to keep them out of trouble. We're pretty close to where the crime scene was last night. So yeah, it occurred here in the parking lot close to the building is where it occurred. Any idea a motive for why this happened, what these teens were doing out here around 7:30 last night? Were they leaving the center playing basketball or any idea that you can give us?
